A federal judge says President Donald Trump overstepped his authority in freezing almost all spending on U.S. humanitarian and development work abroad.

The measure moves to the Senate, where it will probably need support from at least eight Senate Democrats to get to President Trump’s desk.

Secretary of State Marco Rubio said Washington would present the cease-fire offer to the Kremlin, which has opposed anything short of a permanent end to the war.

The Department of Homeland Security said last month that it had undergone a ‘competitive procurement process’ for the campaign. But in a document posted Friday, the department said the usual process was bypassed.

The renamed app, announced Monday and now called CBP Home, is part of the administration’s campaign to encourage ‘self-deportations.’
